Hyderabad metropolitan Development Authority was farmed in 2008 and HMDA layout were started from the same year. There was DTCP Directorate of Town & Country Planning body earlier to HMDA.
Both HMDA and DTCP have their own rules and conditions which strictly have to be followed by the developers for laying down of a layout in the district or city areas. Where as in Gram Panchayath approved layout, there wont be any kind of approvals from the revenue officials. They oney buy land and convert it as agriculture to commercial land and they will sell by dividing them into plots.

Road, park and amenities area will be declared by that organisation. They will not allow for layout with minimum of 30 feet road, park area for children play and amenities for building of any shopping complexes or temples etc.
These government bodies will mortgage some extent of land and keep with them and they will not allow the developer to sell that mortgaged plots. They will only release those mortgaged plots only after the fulfilling the term and conditions by the HMDA or DTCP.

Those people will check the ECs of the land from past thirty years to identify the ownership of those persons clearly. And they will ask the developer to obtain the certificates of NOC of ceiling lands or for Bhudan lands. If any builder violets these conditions, they will simply un prove the layout.

Now a days there are few cheaters, selling the plots without obtaining the permission from HMDA or DTCP. They are mentioning their HMDA or DTCP application number as layout permission number and cheating the customers.
